Born in August 1963, a Chinese national without the right of residence outside China, Zhang Mengxing currently holds the position of Vice President and Chief Economic Manager of MCC and President of the MCC International Engineering Group Co., Ltd. Mr. Zhang has served as Deputy Manager, Acting Manager and Manager of the Second Company of the MCC20 Group and Deputy Manager of the Tianjin Branch. From February 1999 to October 2006, he served as Deputy Manager of the MCC20 Group and held the additional posts of Deputy Manager and Manager of the Tianjin MCC20 Group. From October 2006 to October 2012, he served as President and General Manager of MCC20 Co., Ltd. (renamed the MCC20 Group Co., Ltd). From October 2012 to September 2014, he served as President and Party Committee Secretary of the MCC20 Group Co., Ltd. He has served as General Economic Manager and President of the MCC International Engineering Group Co., Ltd. from September 2014. A professor of engineering, Mr. Zhang obtained a Bachelor's degree in Industrial and Civil Construction from the Architectural Engineering Department of the Baotou University of Iron and Steel Technology.
